Ryan, in a generic technical sense, that's true. By "creativity" I guess we mean bringing words together in a permutation that's never been put together in the same order before. Plus, such a combination should appeal to and trigger our emotions. That's why technical writing is not considered creative writing.
Unless one invents new words, all writing is curation, no? I think the distinction is going to be murkier than it seems.
